Former government and political leaders who worked with Hong Kong's first Chief Executive, Tung Chee‑hwa, on Wednesday paid tribute to him, describing him as a benevolent and dedicated leader who guided the city through its transition and laid the groundwork for its future.

Tung died at the age of 89 on Tuesday.

Vice Chairman of the Chinese People's Political Consultative Conference (CPPCC) and former Chief Executive CY Leung expressed deep sorrow over Tung's passing.

Leung said Tung led the establishment of the Hong Kong SAR and earned the nation's high trust in implementing "One Country, Two Systems".

He said Tung had the foresight to plan for the city's long‑term development and tackle deep‑rooted livelihood issues, and described him as a role model for younger generations.

Tam Yiu-chung, a consultant with the Chinese Association of Hong Kong and Macao Studies and former chairman of the DAB party, also expressed deep sorrow.

He said Tung gave his all to the city and made significant contributions to building the SAR, ensuring a smooth transition during Hong Kong's return to the motherland.

Tam recalled that Tung had a thorough grasp of the situation during Executive Council meetings, especially on China-US relations.

He said Tung placed great importance on people's livelihoods, including education, welfare and housing.

Tam described him as a kind and approachable person.

"We are deeply saddened by his passing. We hope to carry forward his work ethic and uphold his vision, especially in implementing Hong Kong's first five‑year plan, and do our best for the city," Tam said.

Former justice secretary Elsie Leung said Tung was a leader she admired most, and described him as a very kind and generous brother.

"He truly cared for his colleagues. He always supported and encouraged us," she said.

"In the early days of the establishment of the SAR, we faced many challenges, and every time we tackled them together.

"He never treated us like subordinates. He always called us his comrades. Without his support, we wouldn't have been able to get through it."

Henry Tang, a member of the Standing Committee of the CPPCC, said Tung's contributions to the city's stability and prosperity were immense.

Tang said he had worked with Tung and witnessed first-hand his deep affection for Hong Kong and his perseverance in the face of challenges.

He also noted that after Hong Kong's return to the motherland, the territory faced economic challenges from the dot-com bubble burst and Sars virus.

Tang pointed out that with Tung's leadership, the economy returned to a surplus and regained momentum.
