Government plans to enact Article 23 national security legislation have taken another step forward. A Legco bills committee has finished vetting government amendments to the draft bill and the House Committee will take up the issue next. Damon Pang reports:

The Consumer Council says some straps on baby pacifiers that are on sale in Hong Kong may pose choking and strangulation hazards. The watchdog tested 15 straps and found five did not meet European safety standards. It says some of them had small parts that babies could swallow and did not have ventilation holes to prevent suffocation. Kenneth Chan, vice-chair of the council's publicity committee, said it had asked Customs to investigate. He spoke to Violet Wong:

Accounting giant KPMG says its annual survey of bosses and working professionals here and on the mainland found fewer companies were looking to increase headcount this year, compared to a year ago, due to continued economic headwinds. The findings came as the company published its Executive Salary Outlook for 2024, which surveyed more than 1,000 people. David Siew, Partner of People Services at KPMG China, told Chloe Feng that expectations for pay rises had also been reduced. But he noted that demand remained strong from executives looking for high-quality professionals:

The chairman of the Investor and Financial Education Council says the city's first digital learning centre aims to help people of all ages form sound investment habits. The FinEd Hub at the Mills in Tsuen Wan opened on Wednesday. It offers interactive activities and games that help people - from school children to seniors - to budget, invest their money and even fight off scammers. Friday is World Sleep Day and the Chinese University is using the event to highlight Hong Kong's first large-scale programme to promote sleep health. The university says its three-and-a-half-year scheme, which was soft-launched in October, aims to provide personalised sleep support to 10,000 people. Professor Wing Yun-kwok, chairman of the university's Department of Psychiatry, told Vanessa Cheng that sleep disorders, including insomnia, are common in Hong Kong, but always overlooked:

International magazine, Time Out, has named Hollywood Road the world's second-coolest street. It has been described as an art hub, which is home to numerous antique shops, art galleries and Instagram-worthy murals. Hailey Yip reports:

Art critic and nearby resident of Hollywood Road, John Batten, says the small independent shops on the street are an essential part of the area's appeal. Batten, the president of the International Association of Art Critics Hong Kong, says the TimeOut ranking comes 15 years too late, when Hollywood road used to host a large number of art galleries - including his own - most of which have now moved to cheaper warehouses in Wong Chuk Hang. He told Ben Tse that he hoped the area could retain its low-rise characteristics amid urban redevelopment:

The Hong Kong Velodrome hosts the 2024 cycling Track Nations Cup this weekend. Some of the world's best cyclists are in the city, hoping to win qualification points for this summer's Paris Olympics. It will be the biggest event held at the velodrome since the 2016 Track World Cup. Hong Kong riders have seen a decade of success on the international stage, including now-retired Sarah Lee, who picked up a bronze at the 2020 Tokyo Olympics. Simon Leung, chairman of the Organising Committee for the event, told Jamie Clarke how those successes had affected the sport in the SAR:

At least 60 people are reported to have died trying to cross the Mediterranean Sea from Libya to Europe in an overloaded inflatable dinghy. Around 25 people were rescued. They said the boat's engine had cut out three days into the voyage.
